It sounds like this manga/anime could have been at least partly inspired by an earlier isekai manga/anime, where a young woman working as a computer programmer dies (of the usual over-work which frequently shows up as a cause of death in isekai anime) and is reincarnated into a baby girl's body. Then she learns to use magic even before she's out of toddlerhood, and discovers what nobody else in that world has discovered: That magic in that world follows rules similar to computer programming for "functions" and "procedures" so her computer programming skills allow her to become an expert in magic while she's still only a toddler. The idea that you must follow certain procedures and formulas in order to use magic sounds as though it could have been inspired by the isekai anime which I referred to. But that's all to the good. Some of the best stories have come about by adapting elements from previous stories.
Witch Hat Atelier appears to be a very original creation. All of its magic is the work of a talisman which is a highly detailed Rune. Witches in Witch Hat do not cast, but rather draw the Rune. Once properly drawn, the Rune as a talisman will empower itself, and work on its own. This is not a spoiler. The concept behind the world of Witch Hat is immediately introduced at the very beginning of the story. If the anime next year 2025 reproduces the art of the Manga, it will be stunning. The manga is an incredible work of beautiful art.
