I think Boating school was always meant to represent a high school than an actual driving school since the very beginning. Nickelodeon wanted SpongeBob to be a kid attending school, so to satisfy executives, Steve decided to make SpongeBob attend boating school that has characteristics of a high school.
Yeah, like a Classroom, Hallway, Lockers, Detention, Chalk Board, Lunch Time, Summer Vacation, Picture Day, and etc.
Considering that Bikini Bottom is underwater, I'm not surprised that littering is a jail crime.

I like how in the Blackjack episode, it mainly focuses more on SpongeBob’s family. Even his cousin Blackjack is voice by legendary voice actor John DiMaggio. It’s always so fun hearing his voice in animated projects like this one.
