It's probably too loose. Timing belt looks like that when it's skipping on the pulleys. Try to use something like a mercedes vbelt tensioner. It's got a spring to keep it tight and oil piston. That keeps the belt where it should be.
... so last time must have been the rebuild wonder how long it was running without the dry stump... hope she all good I hate dry stump for that reason same as timing belt goes 90% are interference and are junk, chains a little better direct gear(manual) would be great... electric pump with a pressure switch would be my cheap best way.
I love how this project went from dream to sema exhaustion and stress to just 3/4 guys chilling and wrenching on the car. Also still more driving footage than what we have of Tavarish's white lambo.

ROB, when you're designing stuff and you see something that looks weak it's not always a bad thing. Designing in a weak spot allows you to protect the expensive stuff and have the cheap weak stuff be the mechanical fuse in the system. So stuff like necked down bolts or lower grade screws can be super helpful!

The baffle is fine, but the tiny brackets welded to a 200lbs fuel cell look like a metal fatigue failure point. Strap it. That's how OEM tanks are held in place.

Well, I guess I'll be that internet guy you spoke of, Rob, but I think fuel tanks have a baffle with a trap door or just a low spot to collect the last of the fuel. To me, making a fuel tank with a low spot seems best. You didn't show his baffle well, but without a trap door, it would seem once the fuel level gets below the baffle, you're actually losing the majority of the tank (edit: maybe there are holes in the baffle, I couldn't tell. If so, ignore this). You'll draw fuel out of the small baffled section, while all the rest will be full of fuel and blocked by the baffle. Hopefully there was a one way door in there. Otherwise, you just reduced the effective capacity of your new tank. You can fit the fuel in, but it can't reach the pump.
He said that when he gets "bead rollers" and some other equipment, they'll make up a floor for it. After all they want it to be nice when it's finished and the right equipment will be needed.

Rob Dahm I think Gates or Good Year has a line of timing belts made with Kevlar reinforcement. You can google a local power transmission parts place and get the belt. The other option is to change the pulleys for same diameter but wider to accommodate a much wider belt. The pulleys are available in the same place of the belt.

How much does that fuel cell weigh when full? 200lbs? The tabs look kind of small. Are you sure they won't tear off the aluminium sheet after a few months of hooning? Especially when they are on the sides, all the load goes to the upper corners of the brackets pushing them in on every bump. Maybe build support bars to the frame under it and fasten it with straps? Wouldn't want the car to go up in flames because of a ruptured fuel cell.
Glad to see you address the single shear issue Dahm. I hope that it will be addressed in the final design. Building it into the upright with much more material would be ideal. But you would need someone to do some analysis to say just how much more material is really needed

For the aluminum sheet metal bracket, you can use 6061-O condition which allows a 1:1 bend radius to sheet thickness.
