on my samsung s23 plus phone if i do a motion picture i can see it but if i send it to someone they can't see the motion. Is there a way they can see it too?
There could be several things but first, open the Google photos app on your phone and check settings - tap the account button (round button in upper right) Google Photos Settings, Sharing, Hide video from motion photos. Make sure that is Off.
My #1 recommendation is to share the motion photo with a link rather than the file. Open the photo, tap on the share button - share with link, copy link. Paste the link into the text message or email to your friend. When they click the link they will be in a Google Photos interface and can click the play button to see the motion.
