Cognitive ability is a scale, with the lower end having more obvious limitations (to the point of mental disability classification), but limitations exist for everyone. Someone with an IQ of 90 probably isn't going to grasp differential calculus no matter how hard they try. Different people definitely have different strength and weaknesses in different subjects, but given time and patience, I do believe that anyone can succeed. And on a side note, Iq is a very flawed system in determining some-ones intelligence. Anemachi could've learned to play 8 different instruments, speak 5 separate languages, and gotten straight A's her entire life, and Suisei would likely still claim that Anemachi was about as smart as a sack of bricks.

Turns out that due to my ADHD I just needed different approaches to learning certain subjects. Educational systems tend to teach people the exact same way when people are incredibly varied in how they learn. Years later I learned to love math and now I'm a programmer.
I can attest to that. ADHD, autism or not, _everyone_ digests facts and principles differently. When people ask me to explain something, I break down the elements to their simplest form possible and explain them so the learner can establish his/her own correlations between them and unveil the principles of the thing. Never failed me so far. (Note, I don't teach professionally, I have no patience for more than 1-on-1 tutoring with someone that is visibly eager to learn.)
Suichan actually comes off as quite smart and witty, just not too knowledgeable in areas outside of her expertise. Her opnion of Anemachi can be a bit harsh though. According to Suichan, she is a rather dumbwitted BL-loving maid only good for cooking 😆
Maybe I shouldn't speculate, but while I think Suisei was probably not a great student, she stands out to me in terms of natural, raw mental ability the same way Botan does. I just get that vibe from her.

To be fair, it might just as easily be the case of the tutor being involved to help when it's too late, as in, they're trying to teach something that she's missing the important basis to understand. Hard to narrow down the issues with your understanding when you have a torrent of unknown terms raining down on you, or when a symbolic representation of something looks like a foreign script (and perhaps the tutor was lacking in the sense that they failed to realize they needed to go back to the basics; not to mention, it helps to have an approachable attitude for a kid to be willing to not just squeeze out "I don't understand anything", but to actually start going down the potentially long list of things they don't understand)

I mean the episodes are like 5 minutes long not that much of a committment in that sense. Thought the series overall has been going for quite a while so the total amount is probably quite large. I was hugely into Hetalia around to time of Entering highschool (which is like 9-10 years ago at this point) and have watched the initial series and the first sequal as well I think (also the Paint it White movie) but I am not sure if I watched the Beautiful World. I remember the OP and ED so I might have? Pretty sure I haven't watched the World Twinkle or the World Stars thought. That said, I thoroughly enjoy the memories I have of Hetalia (and outside the series itself it has some great character songs, also some fanworks are really good, even if the earlier fandom did have a not so positive reputation). So I would recommend if you somehow find the time and motivation to commit. (The dub is very different from the sub, at least was for the seasons I watched. While a comedy the Sub is a bit more serious and has a bunch of history facts while the dub leans harder into the comedy and steorotypes.) It started as a manga (or well, web comic actually) so if that is easier for you to commit to compared to watching anime maybe consider that?
