In regards to the dates of tier 4 events. I Would say the make it like a season. Starting point is the new set, people try the new meta with new card. 2nd we have the Pro Quests, with the new set release for a while there's a meta defined and people adapt. 3rd is the Tier 4 Event - People have played the meta and adapted to it, they then enter the tournament in their peek of skill and knowledge regarding the current format. Though I believe in the Heavy hitters format we didnt have PQs but Road to nationals.
I think a lightning guardian could change things up. perhaps you could reduce the cost of playing your guardian attacks with the lightning cards somehow.
In one way Outsiders and Rosetta are pretty much opposites of each other. Outsiders had 36 hybrid cards in the whole set, everything else was for a single pair of heroes or generic. (It makes more sense to think of it as pairs of heroes, since the only thing differentiating the 2 heroes with card legality is specializations.) Rosetta has this ratio swapped backwards, 16 cards that are only for a single hero, ~30 generics, everything else is like a hybrid card (available for 2 heroes but not for the others)
