Back in the day California was like the shinning star of all the States, We all dreamed of living there. Now its a Hell hole.

In CA, crime is bad even if you’re in a wealthy gated community or regular neighborhood. Specially trained “Tourist burglars” travel internationally to CA on 90 day travel Visas to steal from wealthy neighborhoods or jewelry stores then return home to their country. Chilean gangs have been doing this in Southern CA for a few years but now are also in San Diego. Tourist thieves, combined with local crime & homelessness crime is overwhelming.
The only thing that will help california is a major quake and put it out of its misery

I travel all over California highway and they are unreal how well there maintained especially in Northern California

I don’t mind paying the sunshine tax to live at the beach here, but the state is circling the drain due to a multitude of reasons that all come from Sacramento. The problem is, where can you go where the weather is similar and has good surf, plus mountains for winter fun nearby? I have friends that have left here for Florida and Texas in the last couple of years and they’re very happy with their decision. Too bad Southern California is only getting worse with each passing year.

Cities need to build and maintain old-style Work Houses. This is where un-housed people receive food and shelter in exchange for 2-4 hours of work each day. This way, people can earn and receive a wage and save enough money to move into their own place eventually while living off the street
Many homeless people have mental and or drug addictions, they prefer living on the streets. For those who seriously want a better life, your idea is a good one. The help the others need is mental/ drug care in a facility designed to to help them . The criminals need to be locked up.
