First of all, I can imagine there can be two different reasons why would you be asking why Shiro looks like white and not silver king. The more unlikely one - because he simply looks more like a "white king" - like blue king has blue hair, red king had red hair (ok ok Anna's is also white) and the answer to that is also simple - his original body was much becoming of his silver king's title. Second reason which i asume is the one you meant is why silver and not white color, since all other kings (excluding golden and colorless one) have primary colors. Silver might not be a primary color but it is much closer to being one as white, which is not a color at all, just a combination of all primary ones. However that does not explain why Shiro's sword of democles has all other colors on it, which would rather hint white than silver. I can only guess that reason it is more connected to him being the first king who created all other by experimenting with slate than his color. Just for an information, silver has, just like white, a perfect red green blue ratio. This is all purely my opinion mind you :) And please forgive me for all my grammar mistakes. Again, I don't know what exactly you meant with your question so I'm sorry if this was complete shot in the dark!
