He is a professional cash for crash scammer, they make the other occupants take the risk of getting caught if it goes pear shape. He needs to avoid being associated with multiple accident claims that would give their bogus nature away and is also trying to avoid his face being seen on any cameras. He'll be getting a cut from all their claims and may have got an arrangement fee upfront too. The scammers may also add extra bogus passengers to the claim.

He drove a semi so he had a switch that would deactivate his brake lights because he had a radar detector in his truck which is illegal for a CDL. He didn’t want the radar detector to go off and him hit his brake lights and a cop see that he hit his brakes and bust him for it.

No Parking - Street Cleaning violations which suggests they park overnight there frequently.

Car insurance is a scam as well. Why do we pay to have liability for other drivers? It's their responsibility to get insurance. When we pay for car insurance we want our vehicles covered before the other vehicles.
May be a felony but the true question is - Will the authorities pursue action or just let it go? That seems to be the case with most situations like this so even though it is "technically" against the law if there is no punishment then it is a bite without teeth.
