Stim replenishes your super sprint. Basically he can super sprint all the way to the bomb site way before everyone else by stimming right before the super sprint ends. He gets the stims back within a minute because he has the restock perk anyway

It's a tactic, you start to utilise your tactical sprint while injecting yourself with stim, which then results in a much longer tactical sprint.
