I like how the PU bonus masters have been getting some love these last 2 themes - first Time Man and now Oil Man. :)
However, Oil's my least fave here. For me, it's basically:
1. Junk Man
2. Dust Man
3. Magnet Man
4. Mercury
5. Oil Man
Despite his intimidating-looking & distinct square jaw, I just love Junk's kickass barrier weapon, fun stage and his music theme is pretty killer and jazzy too.

Probably the Best Robot Master from that game.
Mega Man Eternal is a giant piece of horse***t. The bosses are just painfully awful. The Wily stages REEK. Illusion Man, Jolt Man and Scorch Man are just a joke and the physic are just hideous.

FINALLY! :)
What Will happen if We were able to use Power Gear/ Buster Upgrade on MM1-MM10 weapons.
Rolling Cutter : Mega Man will fire 2 Rolling Cutters Back and Forth that will Roll on Ground in very fast speed and will boomerang when They Hit a wall or Goes off Screen.
Super Arm : Uncharged will be a Block falling from the Sky and Mega Man will catch it . ( Mega Man is unable to move until Blocks come Down ) then mega Man will throw it.
Charged version will be a Full Screen Attack. A giant Boulder will fall down and Mega Man will punch it in mid-air then it will break and Debris will cover the Whole screen
Ice Slasher : Few Ice Clouds will form that rains down hail.
Hyper Bomb : Bigger Bomb
Fire Storm : Similar to Melt Creeper.
Thunder Beam : Similar to Lightning Bolt or Charged version of Tri-Thunder.
Time Slow :
Uncharged : Mega Man shoots an arrow that will slow down the enemy it hits on the same time damaging him.
Charged : Similar to Normal Time Slow.
Oil Slider : Similar to Shotgun Ice both Charged and Uncharged but it will not freeze an Enemy.

Although Dust Man is also a good robot master, Junk Man fits the "industrial" theme much better.
Mercury doesn't fit this theme at all, unless you're only considering his factory level, which by that logic also makes Metal Man industrial themed. *shrugs*

industry means collecting raw materials and make it into product
in oil man case you collect some materials that related to make oil and then make it into oil
magnet man's case is that magnets used for factories and thats related to industry
dust man does not mean dust or dirt
no in his case dust man is like the materials or the machine that indust that material
mercury the same case as oil man you take materials that related to mercury to make it
junk man the same case as dust man but this time junk man is not a machine that indust materials think about him as a golem of materials that live in a factory also junks used to reproduce materials to make a good and new product
glue man the same case as oil man and mercury take materials that related to make glue then indust it to make glue
trash man is good one
