The Arch is actually the official Entrance to St James' Park, plus both St James' and Buckingham Palaces. Though it should only be historically used by members of the Royal Family, it's acceptable to allow access through it by tourists and members of the public as means to reach St James's Park, The Mall and Birdcage Walk.
