Probably it’s a rehearsal unexpected just to check how much time it took to clear everything and get the people out and the horses in. Looks like a good planned operation every one knows exactly what to do, and it worked and showing that in case of a real emergency or severe situation, that it’s taken not even ten minutes to secure the place. Those are all government buildings that lead down Whitehall and past Downing Street. People would steal them otherwise so they get removed. They are hung for people to know they touch the horses at their own risk. People are stupid and would try to sue the rider or whoever if there were no signs. It’s the same wherever you go. Signs eliminate any owns risk of being sued by idiots.

Since I have no idea could someone be so kind as to tell me where this is (yes I know London) and what they would be guarding…thank you…

This is Horse Guards Parade in London. If I'm correct, thus used to be the entrance to Buckingham Palace, so that's what they're guarding. Normally, the Household Cavalry Mouunted Regiment would be here, but these are the Kings Troop Royal Horse Artillery, and they're covering the Household Cavalry while they're away on their annual summer break. Hope this answers your question. 😀

I didn’t see any urgency here. The gates were open and the police waited patiently for a difficult couple at the other end who were obviously resisting.
