This is actually a reference to a hand in Japanese Mahjong! To win a hand on the last tile (!!!) drawn the wall, your hand achieves "Under the sea". The rest of the vocals, (pon, kan, riichi, tsumo etc.) are also references to riichi mahjong.
@Kommisar Chiptune Thanks for responding! I searched for a Gameboy Sound Emulator that could work in FL Studio (since I don't know how to make music using the original Gameboy system) and I found one, I'll try to replicate the exact sound by ear so we'll see how this turns out
