If you look on the bottom of the Pokeball, the code tells you when it came out and what is inside it. I think those are the D21 Pokeballs meaning they came out for last Christmas season and probably had some in the warehouses. I snagged some for my kids as well!

For Christmas one of the things I got was a Pikachu and Eevee Gx Box and there was Cosmic Eclipse, Unified Minds and Evolutions! I got a Machamp break out of Evolutions, Pikachu trainer gallery out of Cosmic Eclipse and a Garchomp and Giratina GX out of the Unified Minds pack! There was another Cosmic Eclipse pack but it didn't have anything special, but wow great pulls I'm happy
Pepsi is currently working on a new lemon-lime soda called Starry that's going to be dropping in the next few months, which is going to be available in normal and Zero varieties. If I had to guess, that's a lot of the reason you're having trouble finding Sierra Mist Zero. Depending on Starry's reception, Sierra Mist will probably end up getting phased out completely.
