But sometimes sensor values will not be exactly like 1k, 100ohms or 22k . It will be like 23 ohm, 24.5 or something unusual. Because of this normally in wheatstone bridge r1 and r2 will not be equal. So r3 and r4 also will be different values. Mainly the last formula is used to find the value for balanced condition.
