I think the reason the symbiote wanted to bond to Peter so bad is because it sensed more negative emotions in Peter, which he was trying to conceal. His still present trauma on Aunt May's death, his stress on his double as an ordinary civilian and Spiderman, his inability to cope up with his personal life while defending New York City, and Jameson constantly badmouthing him despite all the good he's done. I think the symbiote felt that all these things would be able to help reach its desired potential as it didn't see all these things within Harry.
