Thanks for posting this. I just hit a combination of keys and it turned that feature on. I pry hit the Windows key and the letter "A" at the same time accidentally.

In more programs capital letters are typed? See if the Caps Lock key is stuck.

Hold the shift key to type small letters also if Caps-Lock is enabled and it's stuck.
