Battle fortress with tesla troopers is generally weaker than with GIs, and all-around, Conscript spam is better than Tesla Tropper spam - they can be squished but are cheaper and more spammable, deal loads of damage to everything and are more resistant to damage :D good as meat shield for defence as well. T.Troopers are better vs tanks though, or when elite.
