Not really... Aoe2 had tons of bugs too, and AoE2:DE was almost buggier than aoe4 at launch... its jsut that they had more time to fix the bugs compared to aoe4 which is really new and times changed now, people have much shorter attention span and patience
I didn't see any comments comparing this, but you can do something similar in Age of Mythology. The Egyptian flying transport, the Roc myth unit (worship Hathor for this) can hold 15 units. And when you put the Egyptian Siege Tower inside a Roc, it only counts the tower, not the 5 units inside the tower... effectively transporting 80 units instead of 15 (75 on-foot units and 5 towers). Unfortunately Chariots, Camels and War Elephants from their "castle" don't go inside towers, otherwise you could fly 75 Thoth-upgraded Champion War Elephants AND 5 Siege Towers behind your opponent's base and drop them, then proceed to wipe out every last building they have as their army is elsewhere. Thankfully, you can still fit 15 of said Elephants inside the Roc, and you only need 7-10 to take down a Wonder defended by an AI army in 30 seconds or so, the survivors just wreck whatever havoc they can to their base, take down some units, or just retreat back into the Roc to get healed by a priest, ready to be reinforced and prepare for Round 2 (or attack someone else).
Beautiful that in AoE2 they had the foresight to prevent this exploit, while in AoE4 they don't. And after a patch its bugged in a different way. Speaks volumes about most game dev companies of today.
I remember when I genuinely tried that in AOE2 eons ago... Was confused why the transport wouldn't take my 20 siege rams garrisonned with champs or pikes but would only take two... I was a tad younger and naive so I was puzzled why it was at first... then I realized that from a gameplay perspective it actually made sense :D
I don't think the bug here is that the game calculates the capacity too early, but that it didn't consider the possibility of units garrisoning into a transport within a transport, and thus do not update the capacity of the "parent" transport. If you first give the garrison ram command, then the garrison infantry, but the infantry reaches the ram before the ram reaches the ship, then the ship capacity should still be calculated correctly at the point of the ram entering it.
this also worked in aoeO, where every non siege unit could be garrisoned inside a babylonian siegetower and it only counted as one unit on the transport. As Babylonians were in one of the later patches this did not get fixed in time before the closure so the current devs keep it as a wacky legacy iss... FEATURE that ... does not reaaaaally change the game all that much, but is quite hillarious. Just imagine a ship landing 16 "tanks" and those unloading 192 Heavy Chariots! Because the pop limit was ~200 and every Siegetower cost 5 pop and every Heavy Chariot cost 4 that wasn't going to happen. but...
Same is true for AoM, you can fit 5 units inside an Egyptian Siege Tower, and 5 of them in a Roc, effectively flying 80 units (75 on-foot units and 5 towers) over mountains or lakes, or just along the edge of the map and dropping them behind your opponent's base.... Shame I can't fit my Thoth fully upgraded Champion War Elephants inside the towers.... overkill for complete base destruction, but a fun idea of mine. how does percentage upgrade in this game stack? ie:do abbasid melee infantry with Elite Army Tactics and bootcamp have 32% hp more or 30%? chinese bombard can have three percentage hp boots:Clock tower, Siege Works and ming dynasty bonus, can they have like 900+hp with all the above upgrade?
Why do they only hold 16 units though? How did they decide on that number? 16? 17 is too many and 15 is too few? I mean is it just arbitrary or is there a reason? Anyone know?
Yes, that is correct. 8, 16, 32 are binary and it is more effective for the computer to see it that way, but with today's memory size, I doesn't matter too much.

Judging from all your AoE4 bug videos, there seems to be a general problem with validating conditions only when an action is issued, not when it's finally performed.
Garrisoning in garrisoning isn't a bug :) it's a nice quirk and it takes too long to do by hand in a competitive scenario, plus it involves a way higher risk, while providing more entertainment in non competitive scenarios. I whish for it to stay

I find it amazing how many silly bugs there are in AoE4 that were fully thought out when AoE2 first came out.
Different development company. Kind of seems like they were working on their own (no input from ensemble or forgotten empires).
While not as bad, the OG AoE2 Age of Kings also has some funky things in it (with the same tradition of French being broken a f)

I used to customize those things in the rules.ini file back in the day, so that I could fit thousands of infantry inside just one APC 😂

Never question Age of Empires logic my friend. Things just are, and space/time can be shrunk in rams, buildings, and transports.

The 16 Rams count as units as well, so it's 16*16 of units garrisoned then + 16 to count the Rams as units too. :)
