New crew always goes up before the old one leaves. MS-25 will leave in a day or two. Of course, right now, there are two extra on board because of the Boeing CFT flight. That will balance out after Crew 9 brings two more up and Crew 8 departs. There was never any plan to reduce the crew size.

This might be a dumb question, but what is preventing the two stranded astronauts from returning on a Soyuz instead of being stuck in the ISS until next year?

Good question. I think these flights are planned up to a year ahead. Or the Russians are enjoying the Boeing disgrace ……

because these 2 astronauts are not trained to operate the latest revision of soyuz spacecraft, especially under emergency.

The Soyuz descent module is extremely cramped. There is no place to put any extra people.

The Soyuz Descent Module can only fit three people at a time, and the stranded astronauts are not part of the planned rotation. They have no choice but to wait for a dedicated rescue
