If he says the stirrup is 4x10 it's easy to calculate his measurement, also the dowel with two pieces of steel is more comfortable to bend Stirrup with. Plus if the 4 inches stirrup is to use on columns with 6 inches block won't that make them too wide?
Exactly! They are too wide...4×10 stirrups are for 8" block wall which gives u a standard 2" Clearance of concrete. In Jamaica it's mostly 6" blocks they use so the stirrups should b at least 3.5" wide. Furthermore he is not bending them properly.

@Omar Francis you mixing up links and stirrups. Typical links are made with 12mm (1/2") bars while typical stirrups are made with 10mm (3/8") bars
