As someone with a professional and college education in abnormal psych, and without seeing this girl's behavior prior to the age of 11 when her dad died, I see two possibilities. When her dad died at age 11, she arrested development, causing her to develop borderline personality disorder (ie: her statements that she likes attention, good or bad.) She uses bullying to spout off/let her emotions out, and then regulate her emotions that she cannot control or stand to feel. Directing them at someone else rather than herself feels good to her, because then the feeling of self hatred, lack of identity, possible sadness, and feeling out of control has been unleashed with someone else at fault (her victims), and as she then perceives them, have nothing to do with herself. People with borderline personality disorder project their feelings they cannot stand to feel at others, and will accuse others of their own personal or perceived faults or misgivings. Doing so causes them to be highly manipulative, sometimes without even realizing it. She states that she doesn't care what people think of her, but I believe she does. Stating this without provocation to do so further confirms that she does care what people think of the real her, which she can't grasp long enough to show anyone her true self. She may not even know who her true self is among the whirlwind of emotions within in, mainly self hatred, anger, pain, loss, and all or nothing feelings. The laughing is to hide anxiety. She wants to appear like she's ok, she's in control, and even proud, but all of this is a facade for her coping mechanisms. She probably views the girl she bullies as better than her, or the person she should have been like had she not lost her dad, so she literally hates her. Notice that she talks and acts like she's 11? She's stuck there. Instead of self harming like many with borderline personality disorder, she harms others and feels better through doing that. It may be the only time she feels at all.
Option number 2: she's a blooming sociopath. She feels nothing for others and never has. She can only feel her own losses or pain, if she feels those at all. Sociopaths believe they are better and smarter than the average human because they don't feel and aren't bothered by human emotions of empathy and pain. When someone close to them dies, 99% of sociopaths won't feel anything. They learn from a young age how to mimic human emotional behavior to appear normal. They operate on what is logical, not on emotion. The only time they may feel anything is when someone else is dying at their hand, like murderers. Some may experience a few blips of sadness in their lifetime and think "that's weird." during the 5 seconds in which that feeling occurs. When taught from a young age "you cannot do ____, ____, or _____." and that they must act and react in certain ways to blend into society, and follow society's rules of kindness, they don't turn out to be evil. ONLY when taught and when they submit to abiding by those rules. Most have never experienced sadness or pain and think it's a weird foreign concept that most people do. They have no understanding of what those emotions truly are, or how it feels for a person to experience them.
I'm voting for borderline with this girl, with a possibility of sociopathy and very very very dulled emotions for other people's pain. If she's borderline, dialectical behavioral therapy is very effective and it can be cured as long as the person wants to change and get better. If she's a sociopath, she will remain this way her entire life, and become better and better at manipulating. There's some narcissism there too, but the behavior starting at age 11 with the loss of her father points toward borderline with narcissistic traits.

I feel like there should be a registry for known catfish, in the same way that we have them for sex offenders. People like this, need to be monitored by the government.
Why? Her appearance on TV garnered her even more attention to the point where she has them shut down constantly. She's well konwn in person, too. I'm sure she's on the multitude of known scammer websites and fb pages for others to look up if they actually want the truth, but the truth is that they run from the truth and delude themselves into thinking that they are in a real relationship. even if hte FBI called them and said, "this is a scam" they'd just tell the FBI that they're scamming her and report them to very same FBI agent who called in the first place.
Catfiishing is awful, and they're victims, yes, but at some point the victim's commonsense has to step in and tell them 'I'm out of money. I have to say "no". to this person. OR, "this is weird. maybe he's not real." ya know... At some point, social media platforms need to either require that everyone be verified or do a better job at patrolling for repetitious pictures that appear under multiple names. If my bank can stop me from ordering something online until I verify I did it, then I"m sure FB could if they wanted.
