They can if on veteran, killstreaks depend on difficulty, on vet they can use all non player controlled killstreaks except for cruise missle, they can use that

I know its been 8 months and you probably got your answer or you did solve it but Im just gonna answer anyway : yes it is possible because both disc and and digital versions download only the warzone but does purchase the campaign multiplayer and spec ops data packs so in order to play those 3 modes you will have to download them too separate from the game whats good about it you can choose to download 1 or 2 from these modes and leave the other ones if you don't play it but yeah to download them you will have to head for the game options in the main menu and head over to account after that you will see a section called game installs select it and download the packs from there nowdays even the warzone can be deleted from the game files
