Don't you think, the reduction in the value of resistor across zener diode can burn zener diode when load is removed..? As zener diode works with little current like 20mA & this condition will cause current surge...

No really. In fact, if we apply Ohms law here, I = U/R = 10/2000 = 0.005. So the current will be 5 mA.
