It’s odd that any field would prompt an individual to pursue two doctoral degrees. One PhD, for example, teaches research skills for any field. Adding another PhD in some other field seems to be a lot more cost than marginal benefit.
My department only allow me to proceed PhD in the same job field which is in the lab analysis and I always love to proceed with public health and integrate it with the analysis. But they seems don’t encourage it. so now I’m thinking to do 2 PhDs. And if I manage to do that, I will come back to give comment here 😊. Please pray for my intentions to become a reality,

I can't imagine myself not being a Psychiatrists but my perents want me to be a dentist is it possible to be both? Even if it's gonna take me forever to achieve that I'm ready

I'm finishing my DBA (Doctorate in Business Administration) right now and then going into a PhD... I think it would definitely be possible to do both *but* the PhD will likely take longer to finish and there will be FAFSA issues. I'd suggest finishing the DBA and then try to do the PhD at the same university and then *don't* graduate from the DBA yet so you can use the classes from the DBA to fulfill generals & electives for the PhD. I'm not going that route, but I still had some classes waived for my PhD due to my previous DBA/MBA combo + research experience.

A DBA, as in database administrator? You don't need a degree to be a DBA -- there's no PhD in that.

It's entirely legal. It would be ethical to let both programs know that you are doing that, but there's no law that even remotely deals with that.
