  • Throughout his five-decade career, Bill Bratton, former police commissioner in New York City, Boston and Los Angeles, has been an architect of modern policing in America, instituting reforms that lowered crime and bolstered the bond between the public and the men and women who serve and protect. Now, he fears much of what he helped create is crumbling. Yet, he tells correspondent Mark Whitaker, he has reasons to believe positive change remains possible.

      Spoken like people that have never been in an officers shoes or have lived in the hood and dealt with its people, sure there are corrupt cops, but even more murderers and drug dealers on the streets nobody says a world about that.

    Chauvin was able to do such damage because his numerous infractions during his career were ignored by the ineptness and blindness of the police management.

    Despite the rhetoric, policing in this country continues to move away from the original concept (that of Sir Robert Peel) that the police must be a part of the community, and further toward a military model, where the police are an arm of government, imposing order and policy by force. As for the results, res ipse loquitur.

    Although very experienced, Bratton misses the opportunity to say what is missing most which is that the Police should not nor can not be the only tool cities have in addressing the myriad of complex and entrenched issues facing metropolitan areas in the US today. Mental health, affordable housing, failing schools, homelessness, substance abuse, the breakdown of the family structure, greater emphasis on morals and civics...none of these can be fixed by Police. Our federal, state and local government must re-invest in the American people or we will go the way of Roman Empire.

      His work in LA was his best. It helped that in Los Angeles certain low-level offenses were always disregarded (i.e. weed), but he was able to effect greater change out there than in NY.

    The first problem is with the choice of candidates. Once you create a standard, then you hire. Once hired you train for a minimum of one year and probation of another two years.

    Tucson AZ has TC-3 program. Collaborative Community Care program. It's helps non-emergent calls for people in need. Captain Bishop spear headed program. This helps reduce policing and hospital admissions.

      Theres a similar program in phx. Doesnt work well bc there's just a few days training and theres so many calls it overwhelms the system

    He can claim whatever he likes, but the only thing he did was turn the local police force into an occupying army. You can see the results through a vast portion of the U.S., in
    urban, suburban and rural communities. But, people have wised up and are recognizing what a disaster it has been for the public confidence and trust in their police force, and even officers are starting to realize that the system needs to be overhauled.

    Step 1 pay officers 25k a year more than they're currently being paid
    Step 2 Reinstate TIME DISTANCE and COVER training...
    Step 3 eliminate ticket/arrest quotas.
    Step 4 have reviews and prosecution against officers done by prosecutors that aren't a coworker of the officers in question...
    Step 5 financially reward officers that successfully de-escalate dangerous situations without causing loss of life.... Compound the rewards with each instance and pay a bonus monthly..... Incentivse de-escalation and reward proper conduct.
    Step 6 end the purchase and use of military vehicles for police function...
    Spend the funds on step 1 and step 5

    Bratton is responsible for building bad police departments. He is a huge proponent of stop & frisk, an absolutely racist policy & tactic. He's always behind the curve. The guy ought to be in jail & broke from lawsuit judgements for his litany of civil rights violations.
    "Limits on qualified immunity." He doesn't want to get rid of it altogether, he wants to "limit it." Bratton is the cops' friend. He's not your friend - he's explicitly your enemy. He's a politician with a cushy life, lauded by credulous reporters like this guy, and loved by those same cops beating folks to death for "contempt of cop." His statement about Chauvin is ridiculous. Chauvin isn't alone in doing the damage. It's exactly the attitude he and other cop leaders and rank & file beat cops always exhibit, "It's just one bad apple." He himself is one of the key architects of bad policing.
    Make asset forfeiture illegal. Cops pull you over to steal your money. Get rid of qualified immunity. QI was created out of thin air by a judge. Cops cannot be held accountable for horrid behavior simply because of this one ridiculous ruling. Get rid of cop unions. They hold the gov't's captive and demand more rights for their criminal brethren than any ordinary citizen is afforded. Stop growing the number of illegal activities. Excise the "war of drugs" from our society. Stop shipping the cops military equipment. Get rid of drug dogs, they are completely unreliable. Stop electing prosecutors like Harris to powerful positions. Stop promoting prosecutors into the appellate courts. Enact bail reform. Do away with bail requirements for misdemeanors and non-violent, low level felonies. Stop using ticket revenue to fund police departments.

    So we need to do something about police but not gangs, there's so much focus on cops but two weeks ago in chicago 50 people were shot over the weekend. There are people walking through night clubs with syringes of water downed fetanyl and injecting people, could be for any reason getting rid of drug competition or somebody in debt, 10 minutes later that person is dead and people claim its an overdose, there's no way to find out who did it.

    The worst thing that ever happened to policing in America was the crippling micromanagement of compstat and gradually removing the constitutionally sworn police officer as firearms power is being gradually diminished and the ability to proactively police has been destroyed all of the body cameras that have recently been placed on law enforcement in New York City have proven that police officers the majority of the time if not all the time are doing their jobs right and the allowing of frivolous lawsuits and the settling of them destroyed policing-shame on all of these leaders that disarmed the Law abiding citizen and then crippled and neutered law enforcement officers allowing the chaos by Marxist operations to surrender the city after a 9/11 attack

    I don't know why the values of a retired, old police officer are valid in today's climate. His approach and philosophy is part of the larger problem. He should enjoy his retirement with his grandchildren and leave the spotlight grabbing for those actually doing the job.

      @@azul8811 He built stop & frisk, one of the largest, long-running civil rights violations enacted in the last 40 or so years. Thousand and thousands of young black men were stopped for no reason, simply because they were black. He wants to reform qualified immunity, not get rid of it altogether. QI is so broad and so unreasonable cops are almost never held responsible for their actions. Cities pay out hundreds of millions to settle suits, and bad cops remain employed. He's a cop union advocate. Cop unions protect bad cops. Cop unions use their leverage to grant rights for cops that are not granted to the rest of our citizens. He thinks Chauvin is the problem, that Chauvin is giving cops a bad image. It doesn't even enter his mind that there are thousands and thousands of other cops just like Chauvin employed by our nation's police departments. He think's it just a bad apple problem. He's a cop cheerleader. He's got no interest in addressing the real cultural problems present in police departments across the country. His goal is attention and growing his retirement fund.

      @No Drama Lama Year over year stop and frisk targeted young black men. About 10% of those stopped in any year were white. NYNY is about 60% white people. Year over year 90% of the folks stopped had committed no crime, and where not arrested. The data is absolutely clear.
      Even if you completely discount the clear, documented facts about racial disparity, cops stopping people for no reason at all other than some generalized suspicion, lacking any probably cause is completely unconstitutional. Any and every US citizen should be appalled at this massive civil rights violation. Bratton is a criminal, and should be in jail.

    Put money into the community. If you have unsupervised children, create serious skill and learning programs for the unsupervised youth as early as 8 years old 24 hours a day.
