It's simply not a tool for a single officer. It's a good choice when there is someone backing you up in case it fails. Basically it can save someone's life because he is not getting shot if it works, but it shouldn't be endangering the officer.
One thing you didn't mention during this (dunno if it's irelevant), but during the fight, the magazine in the officers gun was ejected. However, he managed to shoot the suspect, with his remainig round in the chamber. And to me, that shows 2 points: 1: Carrying with a round in the chamber is a lifesaver 2: Magazine disconnect safeties are dumb.

DEA would tell you: The car he was tail gating was probably a drug or money shipment. The guy was a tail vehicle to give the other car time to get away by distracting the officers. Common tactic for cartel shipments.
They usually won't fight though. They may give the officer a hard time, stalling, running, etc.., but not fighting to the death. They don't want that kind of heat. Cause the feds get involved in almost all OIS'.

He was definitely far too relaxed about it. And the guy’s answers at that point were utter nonsense. The officer should have been firmer with the order to stay in the vehicle. If the guy refuses that order, step back and call for an additional unit immediately. The guy is definitely a problem.
He definitely made a mistake. He gave him the benefit of the doubt, and attempted to speak to him like human to human. In return, he gets a dude that not only tried to ambush him, but a dude that came back for round 2 with a rock and attempted murder. Don't mistake kindness with vulnerability no matter who you are.

The Achilles Heel of so much MMA styled fighting as a combat system is the omission of groin strikes; a few well placed groin strikes, which is stressed heavily in tactical combat systems like Krav Maga, could've significantly diminished the perp's ability to carry on the fight.
