Definitely sounds like it.
This other ROM hack of smb1 called Party Bros seems to use it. And also Festers quest Boss music. This hack here uses unused festers quest music found maybe a year ago.
If you look at party bros past the first level, FLASHING COLORS EPILEPSY WARNING
it has a lot of flashing colors very early on and other times flashing more virgously in the game.
It's cool to hear what sounds like DPCM.
