God I love this goes get with the idea of jinx having a frienemy.
i like to think that Vi is the frienemy in this case. She's her sister, and she'll always love her. However, she left her in her most vulnerable moment, when she needed her most, she left jinx, she left powder, alone. She also left jinx/powder alone in the sense that she sided with everyone, calling her a screw up, a jinx, when she was only trying to help. Vi was the only one that would stick up for her when she was relentlessly teased by milo, but after the accident, she sided with him, leaving Jinx alone and vulnerable emotionally. So definitely a frienemy
