I have a guess what it still runs. Windows doesn't care as its a normal folder and windows creates the DOS device mappings, that includes CON. You can find this in the registry entry 'HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\DOS Devices'. It means CON is not reserved name until certain subsystem reserves it. That's my guess why it boots as its a simple folder, not some special virtual folder. And certain apps when they call the CON they call the DOS one and certain ones would do the normal path calling, would explain why some work and some dont. Just my guess.

i tested this a bit more most restricted names, aux, prn, etc work the same way as con. the one exception i found was "nul" which completely bugs out explorer and you cant really save anything to the hard disk. It will give you an "incorrect function" error if you try to open the "nul" folder or any other folders inside nul (e.g C: ul\windows). command prompt still cannot read the nul folder, but can read other folders inside and still open files. You are actually able to log into windows, but it is broken. You have to enable to built-in "Administrator" account through command prompt, thats the only way I could find to log in. After you log in it will give you a message saying you were redirected to a temporary profile, but you have the SYSTEM desktop and the default folder you save to is C:\aux/nul/etc\windows\system32\config\systemprofile\desktop. However it says you are logged in as Administrator in explorer and when you use the "whoami" command in cmd. Basically a weird mix of the Administrator and SYSTEM users. You get a unique theme which looks quite cool whilst in this user.
So much of the breakage here was due to Windows thinking it's files were in C:\Windows and not C:\Con\Windows. If that had been changed there would likely be little breakage.
The reason why a subdirectory of C:\CON works is that only the CON of the name by itself is reserved, but not if it is part of a path. In all your tests and videos you just demonstrate which applications are sloppy coded and assume that the default paths and names are "there". Sadly, most are this and not UNC aware or cannot work with them. Some stuff that I experience in programming where there are many conventions which aren't necessary true. If you do some basic defense checking before you call functions or encapsulate them, a sane application will do work.

The problem is not that you installed to con, most Windows paths in registry are thinking that Windows installed to C:\, not C:\con, this is why Windows breaks. Windows 10 blackscreens because it thinks UWP-apps are in C:\Program Files\WindowsApps, and C:\Windows\SystemApps, but they aren't there. In fact, since Windows Vista, you can't change Windows folder path(It is very hard to support that). I know some programs can change default drive letter, but not the root of the drive.
