When you open the URL in a web browser, it will likely display the contents of the BLK/xml formatted file. With you see this, right click on the page and select Save As... Once the files is saved, be sure to remove the .txt at the end of the name so that the file extension is only .blk -You will then be able to upload this file to your robot/block editor.
