I had the exact same problem with my Moen tub spout. I used a Dremel rotatory tool with a cut-off wheel attachment and cut away the plastic spout to remove it (the plastic get very hot and stinks as it is being cut). I then cut away at that inner gray piece just about where the set screw housing is. Once I was able to remove that gray piece from that set screw housing bulge I found why nothing would simply slid off: an O ring was frozen in place on the copper pipe. I had to carefully cut 2 slits in the O ring to remove it, and then the rest of the set screw housing came off with no problem. Now I have a tub new spout installed. I used a Danco Universal Tub Spout. I'll never buy another one. The instructions are worthless. I'm going to buy a Moen and replace the Danco.
