Saban did the dub without having the actual scripts during the writing process, and were told they had liberty to do as they will. This wasn't their only project with Tatsunoko Productions, so Tatsunoko already had an idea of what to expect while Saban further developed its signature humor, combined with what was already a comedic series in its original iteration. They changed it from "Cat Ninja Legend Teyandee" to "Samurai PIzza Cats" for two main reasons: samurai were considered more heroic, and to create a further degree of separation from Teenage Mutant Ninja Turtles (complete with shout-out line in the theme song: "They've got more fur than any turtle ever had!"). The original show from 1990 was full of Japanese pop culture references and fourth wall breaks that leaned on the fact that Tatsunoko tended to makes shows like Gatchaman and Speed Racer, the kinds that our parents watched in a line up with old rubber suit Godzilla films and The Million Dollar Man, things more in line with the old, corny Batman and Hulk shows than, say, The Rugrats or Doug (which were animated around the same time), or The Amazing Spider Man or Gargoyles (which both released in 1994, a year after the US premiere of Samurai Pizza Cats). Rather than attempt to stick with a brand of humor that revolved around the tokusatsu genre (which Saban themselves simultaneously were bringing to the West by adapting 1992's "Super Sentai" into 1993's "Might Morphin' Power Rangers"), they instead poked fun at the show itself. There wasn't much they could do with a character based off historical court eunuchs that tended to have homosexual dalliances in 1993. But play on social perception and treat the fox like a rat, and Seymour Big Cheese is born. It was an interesting product of its time. Definitely check the Saban version out if you have an interest in the history of how anime came to eventually be mainstream media.
I used to watch Samurai Pizza Cats. I feel old. What an awesome gem of a game, though. Great clean run, great commentary, good runner all around!
