I made the art using Photoshop. I took the intro cutscene of Episode Metal and edited it, but I hand made the foreground Metal Sonic image using the pen tool.
The font I used is called (appropriately) Eurobeat. It is easily downloaded from the Eurobeat-Prime forum, so just look up the phrase "Eurobeat Text Font" on google and it should be one of the first sites to come up.
this theme is the best thing to come out of sonic 4 by far. i just wish it was a full fledged, longer song. Even the remixes like this one get a little repetitive.
