Just survive laning phase without getting poked out of lane or dying and then just roam or win skirmishes, you won't beat him in lane unless your jungler plays for mid. Then after you stack your dark seal, if he doesn't build WITS ENDS or any other magic resist item then you will win every time. If he does build wits end you must let your team fight him and you should focus the ADC or other carries in the team fight.
PLS NERF AKSHAN TY RIOT and wits end and immortal shield bow and exhaust.

i need to know how to beat Vex as katarina. I know i have to play around her fear bar, But it doesn't change anything when she can one-shot the wave faster than you, have a huge shield, have flash and teleport so you can't just tp and get 2 kills in botlane. She's also an assassin that can kill you instantly ( at least not in the early game ), and can counter you in teamfight. I personally ban this champion all games.
Yea the new champion additions riot added are just overloaded. I would say if you are having troubles with Laning taking resolve secondary and Doran's shield can help a lot like this game. It ultimately relies on if you win your skirmishes or ganks or fights, if you are not ahead solo killing a good vex is almost impossible I'll see if I can ever get a good game vs vex
