It makes sense. Selina loves him because he is complex and nuianced. He's mysterious, strong, and firm, and she enjoys teasing that in him while knowing he is morally good and perhaps she even wants to help him. Bruce loves her because she is a point of stability in a city if chaos. He can, to a degree, predict her and knows her crimes ultimately do not hurt the innocent. She is just enough flexiblity in his life to allow him to loosen up just a bit without compromising his ironclad morals and at the heart they both know they care for each other and would take risks for the other.
I've always believed that Selina is Bruce's one true love and I've been shipping them since Batman Returns and Batman TAS. Besides there have been versions that show them really being in love with each other

The writers always fall back on this pair because when you really boil it down, they were always meant to be. Storylines and fate always have them coming back. Their bond is strong.
