Any vintage Sheaffer's Skrip "with RC-35" fluoresces under black light, and they crop up on eBay all the time. (Though watch out with the brown of that time, unless you REALLY want a color that looks unfortunately like the contents of a young child's diaper after the first time they are fed green beans or spinach. 😬) And, except for the red fading, every color holds up well. Not the most water resistant, but whatever the fluorescent dye is, it seems permanent (was used to recover a will written in washable green that got soaked. ) And they are not noted for going bad. Plenty of phenol or something that really prevents mold. Though try to find unopened bottles. I love the vintage Sheaffer inkwell bottles, but they don't seal that well after the initial opening, so opened tends to get dehydrated.
Jinhao Neon Yellow and Jinhao Neon Green react to UV light. The yellow reacts more than the green. But they are not clear colourless ink like the Blue Ghost. They are more like highlighter colour inks that will shine when exposed to black light
Yeah, there are a number of brands that make these ‘highlighter’ colours. They’re very cool! But invisible is another thing. Tono and Lims made one for a while I think, and Scribal make one, but it’s just not at all cost effective to get out to Australia.
I've drawn with two yellow Noodler's highlighter inks, Firefly, and Year of the Golden Pig. They work well if adjacent to another color, but disappear next to blank white paper.
Isn't it kind of hard to see what you are doing (assuming you draw under natural light)? I wouldn't want to attempt anything more than a simple line drawing.
That'd be fun to make a bunch of artwork, and confuse people as to why there are a bunch of blank paper all over the walls! ahahah

Hot tip, Blue Bhost is FAR better on cream paper. Some other inks will cover or remove it, though, so test materials ahead carefully.
It's even better on Kraft paper. Unbelievably good actually.
