I feel like the rangers should have a mountain pursuit vehicle that one would need a cert for. The Ranger high command could decide who gets the cert. Something like a fast 4x4 vehicle that can give the crims a good chase in the mountains. Maybe a suped up version of what Siz drives around would be pretty cool.
The rule doesn't apply to police. I think the rule exists because cops IRL are the ones with overwhelming numbers. The server might have limited units available at some times. The rule prevents the cops from being overwhelmed in number.
