Majority of machines use an EPROM chip and these are programmed at the manufacturer. The manufacturers build in the program to limit what can be changed and how much. For example with odds. There are typically only up to 10 and sometimes less preset choices the casino can pick from. They can not alter it beyond its programmed capabilities.
