I think you are thinking of Hamurabi. He existed before the hebrew scriptures but the book of Isaiah ( one of the prophetic books of the bible) was written in 700 bc and Cyrus was in the 500 bc era. So the bible foretold of Cyrus by name 200 years before his birth.

A prophet is a person who believes to be endowed with the divine gift of receiving and imparting messages revealed by god, in this case, Isaiah is the prophet, (if the prophecy is correct). it's hard to find out what religion Cyrus was, but he wasn't a Jew, Christianity and Islam was not formed yet.

I did quite a lot of research on this, and the book of Isaiah was actually found a century before Jesus was born, there is little to no proof that Isaiah, (who lived in the 8th century B.C) actually wrote the book. i see some people are calling Cyrus a prophet, which isn't true.
