When we went to Taiwan, December 2017, we didn't get to enjoy the full beauty of Jiufen and Shifen because our time was limited (we were along with a tour) and it was raining like hell. Our pics and vids were all so gloomy-looking. :(
aw man, hope you get to go back soon to explore more! :( we chose not to go with a tour because we heard the same from others. however I feel you cause due to the strong rain, we weren't able to fully go around.
