Is there a government policy on water use. If people are drawing water for household use and now fish farming this all unregulated and will impact on the water level not to mention the water quality. Sooner or later the water quality will be impacted. What is the national water management strategy? Assuming one exists.

You can't have tens of thousands of people engaging in this with a view to grow their businesses, along with a rapidly growing urban population and an expanding agricultural sector without proper water management. Water is the source of life and has to be managed.

That operation is big and worth millions. They have been in operation for over thirteen years and constantly making profit so paying salaries is not a problem for them in anyway.

The demand for catfish in Nigeria cannot be overemphasized and with the Nigerian population (not to mention other African countries and other export market options), that quantity of fish will not be difficult to sell. The catfish farm is having a challenge of over demand and currently accepting investors for expansion to increase their production capacity.
