I'm late to the party but I just got this figure and the first thing I notice is the jarring skin tone difference between the face, neck and the chest. I can see that the chest is painted but I was afraid I got a bootleg (even though it has a Tamashii seal on the box). Looking through few reviews and no one mentioned this and I found yours, the first one to point out this flaw. Thank you for confirming mine is not the only one with this issue. In other SHF like Goku, they have no problem matching the skin tone on the painted chest and molded neck.
It depends I think because this was one was a preorder from Amiami but it’s old out there for the time being. Sometimes places get preorders in different batches like BBTS

Try some sticky tack or dish soap
