It's basically a glitch. Because there is no dashing animation for the move, the game has to accelerate you in order to make you move. It was designed so that going from neutral to a forward position on the analog stick made you accelerate. In a TAS however, that means if I hold forward every other frame, I can just keep accelerating, probably without bound.
