But then he started neglecting the rest of his job just so he could hyper focus on getting a promotion and then he started destroying a universe and trying to kill everyone in it. Not to mention a lot of the crimes he was arresting people for was for petty stuff like stealing office supplies. There comes a certain point where "just doing his job" isn't a valid excuse.
Knowing how Scarab acted in the end of the episode with Prismo. My guess is that Scarab is jealous at Prismo for being able to create mutliverse like us making fan fiction.
