He (Will Ryan) layered the *hell* out of his vocals for this song. You have a lower-tone backup vocal that follows the same notes at a different octave that's been vocoded, and then more aggressive growling vocals at the front that have been short-echoed for a metallic filter and then EQ'd into sounding like it's being played through a phone transceiver, (Will, you clever SOB.) then given a run with a high/low pass filter to create a disconnect the vocals' own bass and treble. And for the robotic "It's time to die" clip, he used FL Studios' speech function with the robotoid voicebank. That same voicebank is used on the title screen of Deltarune.
Any plans on doing the groundbreaking songs (you won't need to do Springtrap Finale since GB gave someone the Springtrap Finale vocals and they got out there)
