    I did lots of backtesting and found that 20% SCHD/DGRO, 20% VGT/QQQ/SCHG 20% VOO and 40% bonds or 4%+ money market matches the growth of SP500 in up years but reduces the losses in down years by 40-60%.     I'm sure he'll eventually be wrong, but his depth of research & knowledge is more consistent and accurate than others. Listening to him for 2 years, my portfolio is up 68% (was higher but I lost some on the tech sell off). If he is only right 80% of the time going-forward (vs 100% last 2 years), he is still worth following. I can make tons of money being right 80% of the time. So yes, I bought into small caps.

      He said 40% by end of summer (mid Sept) but that probably includes from the beginning of the breakout. IWN, for instance, was already up about 10% when he made the comment.
