Well, Penny's apartment is 1bed, versus their 2bed plus large lounge and she has been shown to be behind in bills. But my guess is that Sheldon didn't really need a roommate because he struggled financially. More like, a free ride everywhere and anytime/person to run errands for him etc (all in the infamous roommate agreement)

This has always bothered me as well. It makes more sense that Leonard move to penny’s apartment and Sheldon to stay in the main one. Sheldon would clearly be more comfortable not moving. I think it’s because Leonard being the centre of the friend group for scenes to work they wanted to use the main apartment as the set
The idea was to get out of Sheldon's comfort zone. Ideally they would have gotten an apartment in another building. But the show runners wanted to keep them as neighbors.
