When a Rondelle sizing says 4x3mm which size does it mean? Is it always the one by the mm so it's the second figure? 3mm? Always?

4x3m 4 is the circumference of the bead 3 is where the whole is up-and-down In other words how tall the bead is.

Beautiful! How many rondelles are used?
I paused the video and counted them. Presumably one for each flower, so I got a total of 69.
I counted 80 flowers and 6 rondelles in each flower, so that would equal 480 rondelles total used in my estimation👍🏾
